To bring urgent issues from the Asia-Pacific to international policy processes, IGES provided opportunities for discussion at forums, also supporting the creation of networks and information sharing among researchers and practitioners. In 2005, the Kyoto Protocol entered into force and the UN Decade of Education for Sustainable Development started, and IGES launched concrete programmes to meet the needs of the region. IGES also worked to improve research management for effective strategic research ahead of the Fourth Phase.
