新興国の一角を担うインドにおける気候変動政策の取組みや国内意思決定の動きを概観する。社会・経済・政治的背景の整理に基づき、国家開発計画への主流化状況、関連する政策措置の形成、GHG排出削減目標の策定・公表に至る意思決定プロセスや地域共同体におけるインドの役割について論じつつ、目標の拘束性や国際枠組みの範囲といった座標軸に照らしたインドの位置付けや今後の方向性を考察する。
