アジアの新興国都市では、急速な人口増加と都市化に伴い、様々な環境問題が顕在化している。これら途上国都市の環境改善を行う方策の一つとして、本邦自治体が長年積み重ねてきた持続的な都市経営に関するノウハウや技術を移転する「都市間連携」の推進が期待されている。このような取組には外部資金の活用が必要であるが、ファンドを提供している政府の支援意図とは裏腹に、都市間連携に参画する自治体の数は思うように増えていないのが現状である。本稿は、都市間連携を行う本邦自治体を増やし、ファンドの効果的な利用を促すことを通じて都市間連携を推進することを目的として、都市間連携に利用可能なファンド及びその利用実態を把握し、ファンドの効果的な獲得や有効利用について提言を取りまとめたものである。
