この報告書は、過去2年間、(一社)環境政策対話研究所が作成してきた「欧州気候市民会議に関する調査報告書(2021年及び2022年版)」を引き継ぎ、地球環境戦略研究機関(IGES)において作成した2023年版です。2021年4月に作成された最初の報告書では、フランスおよび英国の国レベルで行われた気候市民会議の詳細の報告に重点が置かれました。2022年9月に作成された2番目の報告書は、英国やフランスの自治体などへの気候市民会議の広がりと英仏以外の欧州諸国の取り組みをカバーし、可能な範囲でそれらの相互比較や多面的な視点からの分析を行いました。この3回目の報告書は、欧州においてこれまでに実施された気候市民会議から得られた多くの学びや、それを基に作成された様々なガイダンスの紹介に重点を置いています。
