本報告書は、日本において、どのようにネット・ ゼロ社会の実現を図るのかということについて、 問題提起を行うことをねらいとしている。第1章では、 目標年として2050年を掲げ、ネット・ ゼロ社会におけるエネルギー需要の動向を中心に定量的な分析を試 みた。その結果、広範な社会変化を伴いながらネット・ ゼロ社会を実現していくトランジションシナリオでは、ネット・ ゼロの達成時には、CO2貯留に関するリスクの低減、 及び化石燃料依存脱却によるエネルギー・ セキュリティー向上に大きく貢献することが示された。第2章では、 トランジションシナリオにおける社会全体の変化を都市と地域、 暮らし、産業、適応という観点から展望した。第3章では、 ネット・ゼロ社会に向けた主要な課題や論点を概観した。
