本稿では,インド政府が国連気候変動枠組条約に提出したGHG排出削減目標案(INDC)の達成のために、国内的な取組として定めた「国家気候変動行動計画」の計画の1つである「省エネルギー化国家計画」の要となっている省エネ証書取引制度(Perform Achieve and Trade: PAT)と,IGES関西研究センターがインドで取り組んでいる日本の低炭素技術移転の取組を紹介する.

本パンフレットは、IGES-KRCがインドのエネルギー資源研究所(TERI)と共同で2016年度に設立しインドで運用をおこなっている日本-インド技術マッチメイキングプラットフォーム(Japan-India Technology Matchmaking Platform: JITMAP)について広く発信し、認知度の向上並びに新たな参加主体の拡大等を目的として、環境省の委託事業「平成30年度 海外におけるCO2排出削減技術評価・検証事業」における活動の一環として作成した。 JITMAPは、技術の供給側である日本企業および需給側であるインド企業間のビジネスマッチメイキングを支援することにより、インドにおける日本の低炭素技術移転を促進するためのマルチステークホルダープラットフォームである。
