This voluntary standard is based on participatory research with forest sector parties to develop methods for evaluating the governance quality of forest sector programmes and projects, including emissions reduction activities, in Nepal. The research was conducted July 2011 – January 2016 by Dr Federico Lopez-Casero of the Institute for Global Environmental Strategies (Japan), Dr Timothy Cadman of the Institute for Ethics, Governance and Law, Griffith University (Australia) and Dr Tek Maraseni of the Australian Centre for Sustainable Business and Development, University of Southern Queensland (Australia). The standard has been a collaborative exercise between these institutions, and Nepalese stakeholders, including government, community forest user groups (CFUGs) and civil society organisations.
The standard, following best practice in standards development, has been drafted with the assistance of standards development professionals, forest experts and local research assistants. It is a product of continual consultation and improvement, and is an evolving document.
