1990年頃より北欧を中心に欧州に拡大した炭素税やエコロジー税制改革(炭素税等)では政治的、社会的受容性を高めるべく特に産業部門に対して減免措置を施すなど一定の配慮を行ってきたところ、一部の国においてはそれが法的な争点となり、政策の弱点となりうる危険性があることが指摘されている。そこで、本研究では、日本において価格効果を十分に発揮しうる高率な炭素税の導入を検討するにあたり、エコロジー税制改革(ETR)の先進事例であり、比較的に日本に類する産業構造を持ち日本に匹敵しうるGDP規模をもつ国であるドイツを取り上げ、ETRによる経済的影響について、家庭部門(所得階層間)および産業部門(分野間および製造業内部の業種)にどのような負担格差が生じているのかについて分析を行った
