平成30年度多国間協力を通じた3R推進に関する調査業務では、UNEP国際資源パネル(IRP)および経済協力開発機構(OECD)資源生産性廃棄物作業部会(WPRPW)支援業務を実施した。この他、G7資源効率性アライアンス支援、富山物質循環フレームワークフォローアップ調査、並びに循環経済促進のためのプラットフォーム(PACE)の活動支援等を実施した。

アジア地域においては、特に大都市圏で処分場の逼迫が顕著であり、最終処分量の削減が喫緊の課題となっている。しかし、依然、多くの都市では直接埋立による最終処分が主流であり、廃棄物量削減に向けた廃棄物処理・リサイクル施設の建設・整備についても予算確保、用地確保、適正処理技術の導入、環境モニタリングの実施など多くの課題を抱えている。 環境省ではこれまで、アジア地域の諸国において、政策対話やワークショップ等を実施し、3R・廃棄物管理に関する課題や二国間協力のニーズについて議論、調査を行なってきた。特に、日本の得意とする廃棄物発電(WTE)技術については、廃棄物管理の課題と併せて発電能力が不足しているアジア地域の多くの国々から強い関心を寄せられている。 本業務は、フィリピン等のアジア地域の諸国において...
