SDG12は、持続可能な消費と生産(SCP)に関わるゴールである。現在、SCPは大きく2つの政策領域にまたがる形で議論がされている。 1つ目の領域は、循環経済である。パリ協定を受けた次の大テーマの最有力候補が、資源効率性の向上であり、循環経済である。天然資源の利用をなるべく削減し、循環資源の利用拡大を目指すものであるが、同時に、サービス化、デジタル化、シェアリングなどの新たなビジネス動向を含む動きとなっている。従来の廃棄物リサイクル分野での議論を越えるものとなってきている。 2つ目の領域は、持続可能なライフスタイルとインフラへの移行である。これは、製品単位の省エネルギー、省資源化、消費者の意識向上だけでは、SCP形態への移行が困難であるとの認識から発している。
