Disaster Risk Reduction and Capacity Assessment: Reflecting on the Japanese Experience

Disaster Risk Reduction (DRR) is an increasingly important issue on the global agenda
with great effort being made through policy and science to minimize the impacts of disasters on humans and
the environment. The paper discusses some components of capacity assessment that are relevant to
strengthening DRR capacity and reference is made to the Great East Japan Earthquake (earthquake,
tsunami and nuclear accident) on the lessons learned, particularly from the Fukushima nuclear disaster.
