Commissioned Report

This quick study was conducted to gather overall information on environmental challenges,
measures taken by the national government and other key players as well as multilateral and bilateral development partners, and thus to inform options of proposals regarding potential environmental cooperation between the Ministry of the Environment of Japan (MOEJ) and the Ministry of Environmental Conservation and Forestry (MOECAF), Myanmar. The study is based on the results of quick studies conducted under a series of previous contracts with MOEJ on the Clean Asia Initiative, as well as on additional literature reviews and stakeholder interviews in Myanmar, so as to obtain comprehensive and up-to-date information as of Japanese Fiscal Year (FY) 2014. Major findings include the progressing development in environment management policies and institutional setting at the national level, while the establishment of functional system for compliance and enforcement, as well as the technical capacity of the environmental authority staff members are found to be a daunting challenge for policy implementation. On the basis of these findings, the report proposes four options for strengthening compliance and enforcement of environment management policies, including the secondment of environmental policy adviser to MOECAF, implementation of a pilot project on environmental monitoring, compliance and enforcement in Thilawa Special Economic Zone (SEZ), facilitating south-south cooperation through the Asia Environmental Compliance and Enforcement Network (AECEN), and support to the implementation of existing strategies or plans formulated by other development partners.
