A Study on the Effectiveness of the Policy Mix in the Electricity Sector on Mid- and Long-term CO2 Emissions"


In February 2016, concrete initiatives by the electric power companies and the national governments were announced to reduce emissions in the electric power sector which accounts for about 40% of Japan's GHG emissions. This Issue Brief provides an overview of the voluntary framework and policy measures, and summarises the mid-to-long term challenges for low-carbon transition in the electric power sector, as well as the various risks associated with new coal-fired and gas-fired power plants.

Following the G20 Summit meeting in China in September 2016, this Briefing Note considers the implications of the meeting for climate change, green finance and SDGs, as well as the overall context of holding the meeting in China for the first time. From a sustainability perspective, the main concern was what would be agreed by G20 countries subsequent to the two historic agreements in 2015 on the SDGs and the Paris Agreement.

"Environment Is the Weakest Link in SDGs Indicators"

Following last year’s agreement over SDGs, much of the international community’s attention has focused on what data would be needed to assess progress on the new development agenda. However, it is a major challenge to locate quality cross-national time series data, particularly for environmental indicators. This Commentary outlines several reasons for the comparatively greater stumbling blocks with environmental indicators.

"An Optimistic Analysis of the Means of Implementation for
Sustainable Development Goals: Thinking about Goals as Means"


A key but contentious aspect of SDGs is MOI. Many developing countries emphasise international assistance while developed countries focus on domestic financing and the private sector. Discussion has arisen about whether countries should prioritise some goals over others, due partly to concerns that MOI may be insufficient. This article argues for a more optimistic outlook concerning MOI and how to achieve the SDGs.
