Contribution to the Portal Site for the G20 Resource Efficiency Dialogue

On 27 March, the "G20 Resource Efficiency Dialogue" portal site was launched by the Ministry of the Environment, Japan (MOEJ). At the G20 Resource Efficiency Dialogue held under the Japanese presidency in Tokyo last October, it was agreed to launch a website for the G20 Resource Efficiency Dialogue to ensure timely and regular sharing of information as mentioned in the Roadmap for the G20 Resource Efficiency Dialogue. IGES has provided support to the development of the site and will continue to make contributions to its management as part of overall support to the Roadmap under an MOEJ initiative.

IGES Submitted Recommendations for Revising Japan’s Nationally Determined Contribution (NDC)

On 21 February, IGES submitted its recommendations to the MOEJ for revising Japan's emissions reduction target, through its Nationally Determined Contribution (NDC) under the Paris Agreement. The year 2020 is the first opportunity for countries to update and submit their NDCs. Drawing on IGES’s research activities and results, these recommendations detail the possibility of raising Japan’s NDC and provide the methodology for doing so.

Activity Report "JCM workshop -Further Understandings of Corresponding Adjustment and Reporting of Article 6 of Paris Agreement and Seeking More Opportunities with SDGs-"

On 25-26 February, IGES and MOEJ organised a Joint Crediting Mechanism (JCM) workshop on “Further Understandings of Corresponding Adjustment and Reporting of Article 6 of Paris Agreement and Seeking More Opportunities with SDGs”, in Tokyo, Japan. Participants at the workshop included representatives from the 13 partner countries as well as the candidate country for the JCM partnership, along with relevant Japanese organisations. IGES led exercises about necessary arrangements for corresponding adjustment and reporting under the JCM, and gave presentations on the JCM’s contribution to Nationally Determined Contributions (NDC). There were also activities on how to enhance the effectiveness of JCM Global Match, and presentations giving the findings on contributions to the SDGs resulting from JCM project implementation.

Activity Report "Training Workshop on Writing Proposals for the Joint Crediting Mechanism"

On 19 February, IGES and the Department of Environment (DoE), on behalf of the Ministry of Environment, Forest & Climate Change, jointly organised a training workshop on writing proposals for the JCM Financing Programme in Dhaka, Bangladesh. The first JCM workshop was organised in Dhaka, Bangladesh last October, and feedback from attendees revealed concerns on the kind of information and documents required to apply for the equipment subsidy project. To respond to these concerns, this follow-up workshop was organised for about 50 participants, mainly from the private sector. An IGES researcher gave an overview of the application and necessary information by using sample proposal documents. Participants wrote draft proposals based on their project information and joined a Q&A session.

Activity Report "Asian Transparency Workshop - Implementing the Paris Agreement"

On 11-13 February, IGES, with the support of MOEJ, and in collaboration with the UNFCCC-IGES Regional Collaboration Centre (RCC) for Asia and the Pacific, organised the “Asian Transparency Workshop - Implementing the Paris Agreement” in Bangkok, Thailand. The workshop highlighted three aspects of reporting under the ETF: a) importance of using data and information, prepared under the transparency framework, for the development of NDCs and domestic mitigation actions; b) understanding elements for reporting the use of International Market Mechanisms (IMM); and c) strategic options for strengthening regional collaboration in Asia. A special session was also held on the 2006 IPCC Guidelines for National Greenhouse Gas Inventories, including hands-on training on the IPCC Emission Factor Database and IPCC Inventory Software.

Activity Report "VLRs Cities and Regions Networking & Matchmaking Event"

On 11 February, in response to growing interest from different entities, the United Cities and Local Governments Asia-Pacific (UCLG-ASPAC) and IGES held a networking and matchmaking event in Abu Dhabi, United Arab Emirates, to improve the efficiency of the process taken by each city or local government when conducting their Voluntary Local Review (VLR). Local and Regional Governments (LRGs) and various development partners shared their own experiences, challenges, and lessons learnt. This event also opened the door for new partnerships, further helping to implement local visions.

Activity Report "Session on Japanese Energy-Efficient Technologies at GEDA and NPC’s State Level Energy Auditors and Energy Managers Meet"

On 7 February, as part of Japan-India Technology Matchmaking Platform (JITMAP) activities, IGES and The Energy and Resources Institute (TERI) organised a session in Gujarat, India on Japanese low-carbon steam management and compressed air technologies, in collaboration with experts from TLV International Inc. and Kobelco Compressors India. This session was part of an event organised by the Gujarat Energy Development Agency (GEDA), and the National Productivity Council (NPC), which was attended by over 100 energy auditors and managers.

Activity Report "Workshop for Facilitating City-to-City Collaboration Toward Zero-Carbon Society"

On 3-5 February, as a part of MOEJ's "FY2019 City-to-City Collaboration for Low Carbon Society" programme, a workshop was held in Mie, Japan to seek ways to further promote collaboration between cities, in light of past achievements and challenges in the city-to-city collaboration programme. The targets of the workshop were local governments in the Chubu-Tokai region that had not yet participated in this programme. Participating municipalities and organisations from both Japan and overseas shared their efforts, interests, and challenges, and in this way were able to gain a deeper understanding about the different types of collaboration and activities taking place in various cities.
